Quote from 1.01 Preamble in the Responsible Ministry Protocol: Our Living Covenant, promulgated April 19, 2011:

"Children, youth and vulnerable adults are precious gifts from God. As our Catechism and church documents affirm, the dignity of each human person is rooted in having been created in the image and likeness of God. 

 We must also protect those who serve our children, youth, and vulnerable adults. Our ministry personnel need the security of knowing that they are working in a setting where processes and procedures are in place to minimize any possibility of an erroneous allegation.

 The Responsible Ministry Protocol establishes the criteria for the provision of a safe environment for children, youth, vulnerable adults, and ministry personnel."
